Kick Off Event and Community Outreach 

The initial phase of public engagement provided residents and stakeholders an opportunity to learn about the current and future trends impacting the City of Portland and provide input to shape a vision for the city's future. A kick-off event was held on May 23, 2023, at the Richland Park Gym.

Town Hall Event at the Temple Theatre

The second phase of public engagement offered attendees a chance to review and comment on the initial findings from prior community meetings and learn more about regional growth forecasts and the possible opportunities and challenges that will come with the anticipated population growth in the City of Portland.

On January 25, 2024, the City hosted a town hall to give attendees a chance to review and comment on the major themes and key takeaways from the initial kick-off community events and learn more about utilizing the planning process to determine a vision and balance growth and small-town character. The town hall included interactive project stations from the kick-off meeting and a keynote presentation at 6:00 pm. The keynote speaker was Nancy Williams, TN Main Street Director with the TN Department of Economic and Community Development, who addressed the importance of leveraging the Preserving Portland planning process and a vision set by the community to build on existing assets to strengthen community character and grow small businesses. The keynote presentation was followed by a panel discussion of local community and business leaders (Mayor Mike Callis, Sherri Ferguson with the Chamber of Commerce, and Chaplain Bob Moon, former Portland Police Officer and Religious Leader) who were asked to speak to their perspectives on the appropriate balance between striving to achieve the community’s vision and balancing the needs of the growing population in Portland.

Community Workshop 

On August 20, 2024, the City of Portland hosted a community workshop to brainstorm potential growth scenario plans. During this workshop, the project team reviewed the growth scenario of existing “business as usual” trends for residents and jobs between 2010 and 2045. Then, they reviewed the more extreme growth scenarios, comparing dispersed and compact growth trends and the impacts of each of these trends. Each participant drew their preferred growth scenario and documented their objectives.
